If autocomments are produced, it's easier to read and filter item histories, so my suggestion is to use wbsetlabel, wbsetdescription, wbsetaliases and wbsetsitelink when making changes to a single language only.

Submitting a patch for wbsetlabel and wbsetdescription to start with to check if there is interest for this or not.
