* Update oslo.versionedobjects from branch 'master'
  to cb6e31297759cf72e0b3c68a444ada4b9f287c09
  - Delay string interpolations at logging calls
    
    This is a general best practice which brings (slight) performance
    improvements and also structured logging.
    
    Enable the hacking check to enforce it.
