* Update oslo.context from branch 'master'
  to aa1659b8d8ca0e5aa24bdaa9a495c598a383dd12
  - Merge "Re-implement the interface to override is_admin check"
  - Re-implement the interface to override is_admin check
    
    The current interface is not really useful for override. The biggest
    problem is that we should override both property and its setter.
    
    Create a separate interface for only policy evaluation.
