* Update cyborg-tempest-plugin from branch 'master'
  to 0633da866bb75b79ca56048f5962e088ba8c902e
  - Drop older release jobs
    
    The existing .zuul.yaml contains older release which are no
    longer supported like ussuri. This cr drops those jobs.
