Soley Hernandez
Chair
Prior to joining The Ohio Council, Soley accumulated 12 years of experience in a behavioral healthcare provider organization, where she excelled in direct service provision, clinical program development and supervision, and administrative leadership including operations and compliance. Her career has been devoted to assisting patients and guiding staff in community-based and crisis programs, addressing the needs of adults and children with mental illness and substance use disorders. Soley has a passion for public policy and its effects on people in need of treatment and service providers which stems from her work as a community-based services provider.
Soley holds a Master of Social Work degree and dual Bachelor of Arts degrees in Sociology and Women's Studies from The Ohio State University. She is a Licensed Independent Social Worker in Ohio and has further honed her leadership skills through programs offered by the Dublin Chamber of Commerce and the YWCA. Beyond her professional commitments, Soley has previously contributed to her community as a board member and former Chair of the Dublin Food Pantry Board of Trustees.
Jamie Carmichael
Treasurer
Jamie Carmichael serves as the Chief Program Officer for Ohio Department of Aging. Jamie previously served as the Assistant Director of Ohio Department of Mental Health and Addiction services, Office of Community Planning and Collaboration, where she oversaw the Bureau of Recovery Support -including Peer Support, Housing, and Employment Services, and the Bureaus of Federal Grants Management, Crisis Services and 988, Data and Community Strategy, and Quality, Research and Planning. Jamie and her team led Behavioral Health Workforce Development efforts – and established Ohio’s first Behavioral Health Workforce Technical Assistance Center to grow the number of people providing quality contemporary services to the behavioral health field.
Jamie previously served as state’s first Chief Health Opportunity Advisor, where she was responsible for advancing Governor DeWine’s commitment to ensuring that all Ohioans have a fair and just opportunity to be healthy. She established the Office of Health Opportunity (OHO) within the Ohio Department of Health, which is focused on the elimination of population level health disparities by aligning and focusing strategic resources. During her time at Ohio Department of Health, Jamie secured unprecedented federal funding to support health equity efforts across Ohio, developed hundreds of new community partnerships, and worked to create Ohio’s Health Improvement Zones.
Jamie also worked as the Deputy Director of Public Affairs and Behavioral Health Policy at OhioMHAS, and spent 15 years in state and local government working on poverty reduction programs in Ohio. She started her career working in the community as a case manager in county government and in non-profit community corrections. She holds a MA in Political Science and Public Administration from Ohio University, and BAs in Criminal Justice and Sociology from Kent State University.
Ginger Schmalenberg

Ginger Schmalenberg, B.S.S., MPA, is the Executive Director for Athens Mental Health Inc., which operates The Gathering Place, a drop-in peer recovery organization and Mike’s Bridge House, a sober living house for men who identify with co-occurring mental health and substance use disorders. The Gathering Place has been in operation since 1976, providing mental health and other wellness services in the Athens County, Ohio community.
Ginger's background is in Nonprofit Management and Public Administration and she has worked with various arts and social service nonprofit organizations in the Athens area and Appalachian region for the past 20 years on issues of board and organizational development, communications, program management, grant writing and fundraising.
Her current work at The Gathering Place focuses on working with peer members, staff and the board on furthering the mission and bringing awareness of mental health and co-occurring substance use disorders across the state and promoting advocacy for mental health recovery. AMHINC., serves as a fiscal agent for two other recovery organizations, Athens Hope and Southeast Ohio Trauma Informed Collaborative. Ginger enjoys mentoring Ohio University students from various departments who serve as interns at The Gathering Place. She also loves to mushroom hunt and hike in the woods of Southeast Ohio.
Juliet C. Dorris-Williams
Juliet C. Dorris-Williams is the Executive Director of The P.E.E.R. Center, a peer recovery organization, in Columbus, Ohio. The P.E.E.R. Center is a nonprofit drop-in, wellness, recovery, and support center, operating in two locations, including a daily WarmLine for phone support, with a staff of 30, currently in its 16th year of operations. Like each of the staff members and most of the agency’s board of directors, she is a person living in long-term mental health and trauma recovery.
Juliet has been honored with multiple awards: the Nicholas A. Rango, M.D. Leadership Award from the National Alliance of State and Territorial AIDS Directors, the Larry Burkett Peer Support Award, and the Norman Guitry Leadership Award from Mental Health America Ohio, the Art Lynn Consumer & Family Advocate Award from the Alcohol, Drug, and Mental Health Board of Franklin County (Ohio), and the NYAPRS Celia Brown UNSUNG Champions of Advocacy Award. She spent more than two decades working in state government (TN, IN, and OH) providing administrative oversight for HIV/STD prevention, Minority Health, Alcohol and other Drug Abuse Prevention programs, as well as direct client services in multiple social service settings.
Juliet has served on multiple boards and is the current Board treasurer of OhioPRO – Ohio Peer Recovery Organizations, a statewide organization dedicated to advocating for peer recovery organizations and those they serve, and since 2019, is a member of the RecoveryOhio Advisory Council, appointed by Gov. Mike DeWine. Juliet has a BS in Psychology from Indiana State University, an MSW from the Indiana University School of Social Work at Indianapolis, is an independently licensed social worker supervisor, and an Ohio Peer Supporter. Juliet is also a published author and a podcast host.
Alisia Clark
Alisia Clark is a dynamic and results-driven executive leader with over 25 years of experience shaping policy, driving strategic transformation, and advancing behavioral health initiatives across Ohio. As the Owner & Principal Consultant of Clark Consulting Group, LLC, she specializes in operational efficiency, government relations, and policy development, ensuring organizations achieve measurable impact through sustainable, mission-driven solutions.
Alisia has held key leadership roles, including Assistant Director of Community Planning and Collaboration at the Ohio Department of Mental Health and Addiction Services, Executive Director of the Ohio Chemical Dependency Professional Board, and Project Director at the Ohio Department of Alcohol & Drug Addiction Services. She has successfully led large-scale initiatives that have expanded access to crisis services, recovery housing, and community-based behavioral health programs, securing significant funding and aligning local, state and federal priorities to enhance service delivery.
A passionate advocate for building bridges of opportunity, Alisia is committed to ensuring individuals and families impacted by behavioral health challenges have the resources and support they need to thrive. She has played a pivotal role in implementing statewide strategies that prioritize equity, access, and innovation in behavioral health care. Her leadership extends beyond her professional work—she serves on multiple nonprofit boards dedicated to community service and is a Governor-appointed Commissioner for the Ohio Commission on Minority Health. Recognized for her expertise and dedication, Alisia has authored key reports, developed policy recommendations, and is a national speaker on crisis services, recovery housing, and behavioral health systems transformation. She remains steadfast in her mission to drive meaningful change, fostering collaboration and creating pathways for a stronger, more inclusive behavioral health landscape in Ohio.
China Darrington
China Darrington is the driving force behind the Summit Recovery Hub, serving as its CEO and a beacon of hope in the recovery community. With over two decades in sustained recovery from mental health challenges, substance use disorder, complex trauma, and human trafficking, China brings a wealth of personal and professional experience to her role. Her journey began in 2003 as a pregnant and parenting person, igniting her passion for helping families develop the skills and resources needed to thrive in recovery.
Since founding the Summit Recovery Hub in July 2022, China has been instrumental in its rapid growth and success. Under her leadership, the organization has doubled its space, services, and staff, now serving over 4,000 individuals annually. She has also spearheaded the creation of a peer-run, drop-in recovery community center, open seven days a week, and initiated a transportation program to facilitate recovery-supportive activities.
China's impact extends beyond her organization; she has played a crucial role in shaping local, state, and federal policy to ensure quality, comprehensive recovery supports. Her dedication to securing adequate funding and supporting recovery professionals underscores her commitment to this vital work. As a peer recovery supporter since 2007, China's influence and advocacy continue to inspire and empower the recovery community.
Darrick Klamut "DK"
Darrick Klamut, widely known as “DK,” stands as a distinguished Commercial Real Estate Agent with Rolls Realty, based in Powell, Ohio. Initiated into the real estate domain in 2013, DK embarked on his professional journey with Kassel Equity Group, honing his expertise as a property manager and acquisitions agent within the multifamily housing (MUH) sector.
Over the span of his career, DK has meticulously expanded his professional network and deepened his knowledge across a spectrum of real estate services. His proficiency encompasses leasing, purchasing, and selling office and industrial warehouse spaces, marking him as a pivotal figure in the Central Ohio real estate market. Since the fall of 2022, he has strategically focused on sale leaseback transactions, significant office and industrial listings, facilitating land acquisitions for MUH developments, and guiding companies relocating from major metropolitan areas to Columbus, Ohio.
DK's dedication to professional growth is further exemplified by his recent accomplishment of earning the prestigious CCIM designation in Nashville in April 2024. This achievement underscores his commitment to excellence and continuous improvement in the commercial real estate sector.
Beyond his professional endeavors, Darrick harbors a passion for the vibrant world of sports, the culinary arts, and travel. An avid foodie at heart, he cherishes exploring new culinary landscapes alongside his family. Their adventures often lead them to breathtaking natural wonders, with recent explorations including the majestic Yosemite National Park in California, where they marveled at the iconic granite cliffs of Half Dome, El Capitan, and Bridalveil Fall. Whether hiking, boating, or fishing, DK finds joy in the great outdoors, seamlessly blending his personal interests with a deep-seated love for the environment.
Darrick is also deeply committed to community service and supports 2nd & 7, an organization that promotes reading and positive role models for children. As a committee member for Book Bash at The Bridge, he actively contributes to fostering literacy and inspiring the next generation. DK's multifaceted expertise, coupled with his passion for community involvement and personal interests, make him a valuable asset to the Ohio Peer Recovery Organizations as a new board member.
Dawn Schwartz
Dawn is the project manager for the Community Overdose Action Team (COAT) community coalition through Public Health – Dayton & Montgomery County. COAT operates on a collective impact model and joins diverse stakeholders across Montgomery County and the state of Ohio to work on community campaigns and initiatives to reduce overdose deaths and substance use.
Prior to this position, Dawn spent 25 years in law enforcement and criminal justice, as a police officer, probation officer and court treatment coordinator for Montgomery County Common Pleas Court. As she is a person with lived experience with mental health issues, as well as being in sustained recovery from alcohol abuse, she has a passion for this work, and her focus for the past 22 years has been on helping persons with substance use and mental health issues. Dawn will celebrate 24 years of sobriety in 2025 and is in her 14th year of properly managing her mental health issues. She has been married to her husband Dean for 25 years, and has two grown children, along with a 2-year-old granddaughter who is her very best friend.
Dawn graduated from Mississippi State University with a degree in Psychology, where she was a student athlete playing volleyball in the SEC conference. She is honored to serve on this board and support such a vital piece of recovery in Ohio, peer supporters.
Mary Supina
Mary Bohn Supina is the current Executive Director/ Co-Founder of Sandusky Artisans Recovery Community Center that was established in 1996. She was voted into her new position effective November 30, 2025. She takes the reins from her husband and co-founder who led the organization to the beacon it is in the recovery community.
Mary is an Ohio Certified Peer Recovery Supporter & Supervisor as a person in long term Recovery for over 37 years from Substance Use Disorder & a Mental Health Challenge. Mary was instrumental in creating SARCC’s Annual Recovery Walk. Mary initiated the transitional age youth outreach program called “Chance To Change” held at the Northern Ohio Juvenile Community Corrections Facility to the young men who are part of their Treatment Program and are there long term. She continues to facilitate this group to this day.
Mary is a fierce Advocate for those with Substance Use Disorder as well as Mental Illness. She directs and facilitates Sandusky Artisans Recovery Community Center’s operation of “Camp Recovery” held on Kelley’s Island. Mary co-facilitates the SOLACE (Surviving Our Losses and Continuing Everyday) program held at Sandusky Artisans Recovery Community Center for family members or loved ones who have lost a loved one to an accidental overdose or in active addiction. As a leader, Mary is very active in the daily day to day operations of SARCC as well as other initiatives in her community.
