When Layers and Objects is not docked, right-click does not activate the context menu

Summary:

When "Layers and Objects" is move to a Multiple float, the context menu accessible through right-click is no longer available

Steps to reproduce:

• open Inkscape
• open an SVG
• open Layers and Objects
• undock Layers and Objects
• right-click on a group or object

What happened?

The parent group is selected

What should have happened?

The context menu should have appeared.
