Adjusted step size of 10mm will be just 9,790 mm

Steps to reproduce:

• In Inkscape Preferences > Behavior > Steps > Arrow keys move by: set step size to 10mm
• Draw object
• select
• hit arrow key

The new distance is 9,790 mm instead of 10mm

But take Node tool and select every node of the object, hit arrow key; now the distance is exactly 10mm
