1.4beta: New preset/restriction for Alignment options doesn't work on first open of Align + Distribute

Summary:

https://wiki.inkscape.org/wiki/Release_notes/1.4#Align_and_Distribute isn't working when the dialog is opened with an object already selected.

Steps to reproduce:

• open Inkscape
• open Align & Distribute dialog
• set the "Relative to" to "Selection Area"
• close the dialog
• select one object
• open Align & Distribute dialog

What happened?

Inkscape suggests to align a single object with the selection area.

What should have happened?

If the new feature were implemented completely, it would be suggesting to align to the Page area.
