Inkscape 1.4beta: Measure tool has too dropdowns named 'Options'

Summary:

Steps to reproduce:

• open Inkscape
• switch to Measure tool
• decrease window width or increase icon size

What happened?

The Measure tool now features two dropdown groups with identical names.

What should have happened?

It should be clear what to expect inside the group before clicking the button.

I'd suggest the following categories:

• 'only selected', 'all layers', 'start and end' > Measure (What is measured)
• 'measures between items', 'hidden intersections', 'reverse', 'phantom' > Display (How is it displayed)
• 'to guides', 'to item', 'mark dimension' > Draw (Draw it as objects)
