odg export: can't save to odg

Summary:

Can't save to ODG extension.

Steps to reproduce:

• open Inkscape
• create rectangle (or any object)
• save as to svg
• save as to odg

or via terminal:

$ inkscape --export-type=odg --export-filename=image.odg test.svg

What happened?

There is no ODG file.

warning output (terminal):

** (org.inkscape.Inkscape:5488): WARNING **: 09:14:05.891: OdfOutput can only save the active document

What should have happened?

There should be a ODG file, when save to another format (PDF) looks normal.
