Locked Layer : calligraphic tool should not draw anything

Steps to reproduce:

• open Inkscape
• lock layer 1
• chose calligraphic tool
• drag and drop mouse over canvas or left-click

What happened?

dots are added to document

What should have happened?

Nothing drawn, since other tools do not draw anything on locked layer

1.1.1 and 1.2 dev on windows 8.1
