Custom fonts directories not recognized (unlike in 1.0)

Summary:

Hello inkscape developers

Inkscape version 1.1 does not load the fonts I have on the custom font directory I added to the program using windows 7, but it does work on the previous version Inkscape version 1.0
i also tried it on a windows 8.1 & 10
i know that if i install the font on the computer it will recognize, but i simply have to many fonts.

Steps to reproduce:

• open Inkscape
• add a custom font directory.
  • Inkscape > preferences > tools > Text > then click the "use user font directory" then add the font directory, e.g. C:\Users\Steward\Desktop\Font Collection

examples of fonts to use: montserrat or raleway fonts (downloaded from google fonts)
