Start Display Mode "outline" is loaded from preferences, but not reflected in menu

Steps to reproduce:

• opened %userprofile%\Application Data\Inkscape\preferences.xml
• set the following

and

<group
   id="startmode"
   outline="1" />

• open inkscape
• noted that the rulers are gone (so I know the preferences have been applied
• drew an object and apply a fill
• the fill doesn't show, so I know I have started in outline mode

What happened?

• went to View / Display Mode - "Normal" is selected, even though I am not in the normal mode

What should have happened?

• it should have showed that I am in outline mode

Inkscape Version and Operating System:

• Inkscape Version: 1.0 (4035a4fb, 2020-05-01)
• Operating System: Windows 10
