Add new CI test for checking icons and ui files

The icon themes have become problematicly inconsistant.
This script and corrections allow us to track these problems
as they are added to the codebase.

Added Adam's Icons to fill in some holes and copy over some
highcolor and symbolic icons. Ignore Tango theme.

Fixes inkscape/inkscape#3424
