Lock aspect ratio is not working in DEV versions

Steps to reproduce:

When working on an object, in my case a square 200px x 200px box; I clicked on what should have been the Keep Proportions Locked button in the toolbar. The lock button.

The last version that worked was the Official Release 1.3 (Inkscape 1.3 (inkscape@0e150ed6, 2023-07-21))

What happened?

Nothing. Proportions are not kept the same; and the caption of the button even is cloned from the "When scaling objects, scale the stroke width by the same proportion". Except this button does literally nothing; does not affect the proportions to keep them scaled, nor the stroke.

What should have happened?

Kept the object proportions Width X Height
