Move to layer dialog does not show up when right-clicking on the object

Steps to reproduce:

When right-clicking on an object and choosing the Move To Layer option, usually a small dialog appears with the layers list to choose the layer to move it to. No dialog appears, however. The action can only be performed through the menu system at Layer > Move selection to layer

Last version that worked was The official stable 1.3 version Inkscape 1.3 (inkscape@0e150ed6, 2023-07-21)
