Layer gets 'selected' on single click (not just 'active')

Summary:

Clicking on a Layer should only make it active (#7792 (closed)) - with the second click causing it to be actually 'selected' - regression from 1.3.2. Looks like it was introduced in inkscape@9360f8a3, As far as I can tell, this doesn't seem to be an intentional change.

Steps to reproduce:

• open Inkscape
• Create multiple layers with multiple objects
• Try to change current layer by clicking on a different one

What happened?

Layer gets selected

What should have happened?

Layer should have become active.
