ci: Fix test results summary

Consolidate the logic for generating and reporting failed test summaries.
The responsibility for determining test failures and printing the detailed
summary is moved from the print logs action to the process test results
action. This centralizes test status handling and ensures consistent
reporting in the GitHub workflow summary, which is now only populated
when actual test failures occur.
