Problem or motivation
I have website clients that need to be able to manage user access (such as adding Editor-role users) but I don't want them to be able to edit any of the site elements.
These are people like heads of marketing or heads of ops without web design experience.
It seems like the Admin user type would be the closest to this but it has access to edit the site.
Can we add a user type that exists solely for just provisioning other users?
Proposed solution
Add "Team Admin" or similar role that allows the user to provision Editor users.
