[Topic] WCAG-EM: Website Accessibility Conformance Evaluation Methodology #390

• I've confirmed that this document is not already in the Docs Project

Title
TBD

Description
A page about WCAG-EM, in the section Documenting accessibility.
W3C url: https://www.w3.org/WAI/test-evaluate/conformance/wcag-em/

Reason for Adding
The documeting accessibility section is at the moment very US legislation focused. There are worldwide other ways to document and report accesibility. WCAG-EM by the W3C needs to be included too.

Additional context
WCAG-EM just had a major update to version 2.0.
