The following scenarios in the feature tests of wp-cli/package-command need to be moved over here, because they generate a Phar file using the make-phar.php tool:

• Install a package requiring a WP-CLI version that doesn't match [package-install.feature#L1044]
• Install a package requiring a WP-CLI version that does match [package-install.feature#L1090]
• Install a package requiring a WP-CLI alpha version that does match [package-install.feature#L1133]
