avoid password prompt during tests
The wp.bat wrapper drops the WP_CLI_PHP_ARGS environment variable, meaning that -ddisable_functions=proc_open is ignored on Windows when testing from source. This causes tests simulating disabled functions to inadvertently execute commands (e.g., launching calculators/notepads/pagers) that block infinitely waiting for user input, causing CI hangs or failures.
