  1. tests: remove unused AbuseFilter trait 

    When running IPReputation tests without AbuseFilter loaded, the test
would fail due to the missing AbuseFilter\FilterFromSpecsTestTrait.

CheckUser had the same issue which was fixed by introducing a proxy
class: Ia1df603e3ac0f6f213e0a6f0f78bf7fb31c56049

I have considered using the same proxy, and then I found out the trait
is not used.  I guess it was introduced from a boilerplate when the
tests were originally introduced (820c744).

This will make it possible to run IPReputation tests without
AbuseFilter.
