Initialize the type of session and local Storage objects - #13130

Set the type of Storage objects created by the sessionStorage and localStorage getters to "session" and "local", respectively.

Storage defines a type field without a default value. The broadcast algorithm reads that field to select recipients and apply the session-storage traversable restriction.

Suggested regression coverage: storage event delivery for local storage and for session storage in matching and different traversables.
