Summary

A shorthand the target cannot read is lowered into the line it keeps plus the longhands beside it — text-decoration: underline dotted becomes text-decoration:underline;text-decoration-style:dotted. The line it keeps is a value every target reads.

The dead-declaration drop asked about the shorthand by its source spelling, though. A value not every target reads leaves an earlier declaration of the property alive as the fallback the author wrote, which is right for what was written and wrong for what is printed: a{text-decoration:underline;text-decoration:underline dotted} kept both, and a second pass took one out. It reads the written value now, and only for the shorthands _expandUnsupportedShorthand rewrites — every other property pays one Set.has.

Found by sweeping the comparison corpus under a target the lowerings actually run for, which the invariants sweep does not reach today: its three presets all name the newest engines, so nothing is ever lowered. Five shipped stylesheets carry the shape — normalize.css 8, Primer 21, sanitize.css 13, NES.css 2 and Tailwind's own build — each losing 26 bytes to it.

Measured against a feature-off baseline in the same session, best of eleven: 8000 declarations with an earlier twin of the same property cost 271.5 ms against 265.0 ms, and 8000 with no twin 43.2 ms against 43.3 ms. The !important, substitution and unreadable-longhand paths are untouched, so what the drop declines it still declines.

What kind of change does this PR introduce?

fix

Did you add tests for your changes?

Yes — ten unit cases in CssSyntax.unittest.js: the earlier declaration taken out whatever it said, every earlier one taken out, one taken past a rule written between them, and the five it must keep — an !important earlier one, an earlier longhand, a later substitution, a target that reads the shorthand whole, and a target that reads the lowered longhands no better than the shorthand (ie 11). configCases/css/minify-lowered-shorthand-dead-write reads seven shapes off the emitted stylesheet and checks it against a second pass. Neutering the helper fails four of them and reverting the call site fails one, which I checked by doing it.

Does this PR introduce a breaking change?

No. A declaration nothing can read is taken out; every one that is read is still written.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

n/a

Use of AI

AI was used. It found the divergence by sweeping under a lowering target, reduced it to a{text-decoration:underline;text-decoration:underline dotted}, wrote the change and the cases, measured the cost against a feature-off baseline, and broke each part to check a case catches it. I reviewed the result.

Summary by CodeRabbit

  • Bug Fixes
    • Corrected CSS minification when a lowered text-decoration shorthand overwrites an earlier declaration. Superseded declarations are removed when safe, while declarations that still affect the result—including !important values—are preserved.
    • Preserved earlier declarations when other shorthands are lowered entirely into longhands, avoiding incorrect removal based on values the browser does not read.
    • Improved handling of nested rules, longhand declarations, and substituted values to ensure minified CSS retains the correct behavior.

@aryanraj45 lets rebase too

A shorthand the target cannot read is lowered into the line it keeps plus
the longhands beside it, and that line is a value every target reads. The
drop read the shorthand by its source spelling, so an earlier declaration of
the property looked like the fallback the author wrote and stayed:
`text-decoration:underline;text-decoration:underline dotted` kept both where
a second pass took one out. Read by what is written instead.
`_writtenValue` reads the value off the first declaration the lowering wrote,
which is the shorthand only where the lowering keeps it. `inset`, `place-*`
and the pair shorthands are written as longhands alone, so it would have read
a longhand's value under the shorthand's name. Nothing consumed it, the drop
declining those for its own reasons, but the answer was wrong. Asked about
`text-decoration` alone now.
