Summary

yarn benchmark:html-tools --invariants sweeps the HTML printer against the invariants it owes its own output. It reported 15 findings; this takes it to 8. Four fixes, all one root cause — a value's spelling was deciding something only its meaning should:

  • Tree construction read the raw source slice. <annotation-xml encoding="text/html">, <template shadowrootmode="open"> and built a different tree from their literal spellings. The tokenizer resolves references before the tree builder sees the value, so all three are §13.2.6.5/§13.2.6.4 matches on the decoded value. Chromium builds the same tree from both spellings; webpack did not. The case had no fixture anywhere.
  • Text escaped every <. §13.2.5.6 leaves the data state only before !, /, ? or an ASCII letter. Escaping per node rather than per < also made minification non-idempotent: a comment splits a text run in two, dropping it merges them, and the second pass then escaped what the first had printed from source.
  • A rewritten attribute value was always written quoted, though the source spelling it was compared against was no longer a legal alternative — so a second pass found the shorter unquoted form and changed the output again.
  • An attribute escaped every & before # or an alphanumeric. _startsCharacterReference already answers that exactly from the generated table; it only needed to know that an attribute value's run ends at its delimiter, unlike a text node's (which a sibling can complete once a comment between them goes). Query strings stop paying five bytes per separator.

Also folded in one CSS fix: a positional non-layer node cleared every remembered layer at that depth, so a gather stopped at any rule that merely mentioned @layer. Only a write into the very same layer can reorder anything. −186 B on Tailwind 4 + daisyUI 5, with the same 10 layers, the same first-mention order and every layer's declaration list byte-identical.

What kind of change does this PR introduce?

fix

Did you add tests for your changes?

Yes. New test/configCases/html/parser-decoded-attribute-values/; extended minimize-attributes, minimize-rewrite-referenced-value and minimize-spell-back-referenced-value; new cases in test/unitCases/HtmlSyntax.unittest.js and test/unitCases/CssSyntax.unittest.js. Each was confirmed to fail on the unmodified base first.

Does this PR introduce a breaking change?

No. Every respelling was checked for re-parse equivalence: 22252 html5lib tree-construction tests, 5799 printer-equivalence tests in a real browser, plus 26 adversarial attribute values (&copy, ©, &notit, &AMP, &times, ⊠, &, U+00A0 in each position, both quote characters) round-tripped through Chromium.

If relevant, what needs to be documented once your changes are merged or what have you already documented?

n/a — no option or public API changes.

Use of AI

AI-assisted throughout, under review at each step: locating each root cause from the sweep's findings, writing the patches and tests, and running the verification. Every behavioural claim here is a measurement I ran rather than a judgement the model made — the browser round-trips above, and the size numbers below.

Two candidate changes in the same family were measured and rejected, because AGENTS.md accepts a re-encoding only on a compressed win: writing U+00A0 literally instead of (−32 B raw, −3 B gzip, +6 B brotli) and " instead of " (−3 B raw, +11 B gzip). Neither changes a single one of 299 real documents — only a synthetic fixture — so neither earns its way in. That is why the sweep lands at 8 rather than 4; the remaining findings are those refusals plus a template-syntax group, not gaps.

The & fix is the one that pays: over the same 299 documents (HTML5 Boilerplate, Swagger UI, Bootstrap, Pico) it is −26 B gzip, −41 B brotli, −54 B raw, every changed file negative. yarn test:size agrees on configCases: Changed, test untouched 🟢 −13 B gzip.

Summary by CodeRabbit

  • Bug Fixes
    • Improved HTML minification to preserve safe literal ampersands and less-than signs while maintaining correct escaping where needed.
    • Normalized rewritten HTML attributes to use shorter valid representations, including unquoted values when safe.
    • Improved handling of decoded attribute values for MathML, tables, hidden inputs, and declarative shadow roots.
    • Fixed CSS layer gathering so unrelated layers are preserved when rules interrupt layer blocks.
  • Tests
    • Added coverage for HTML entity handling, parser behavior, attribute rewriting, and CSS layer folding.

`annotation-xml`'s `encoding`, a template's `shadowrootmode` and an
`input`'s `type` were compared against the raw source slice, so a value
written with a character reference took the branch an unknown value takes
and built a different tree.
Escaping every `<` in a text node made minification non-idempotent: a
comment between two runs kept them separate nodes, and dropping it merged
them, so a second pass escaped the `<`s the first had printed from source.
§13.2.5.6 leaves the data state only before `!`, `/`, `?` or an ASCII
letter, so only those need a reference.

📝 Walkthrough

Walkthrough

The PR updates HTML decoding and serialization, and narrows CSS layer invalidation to layers written by an intervening sibling. It adds regression coverage for both behaviors.

Changes

HTML minifier corrections

Layer / File(s) Summary
Decoded attribute handling
lib/html/syntax.js, test/configCases/html/parser-decoded-attribute-values/*
Tree-construction checks now use decoded attribute values for MathML integration, declarative shadow roots, and hidden inputs. New configuration and fixtures validate the parser output.
HTML value serialization
lib/html/syntax.js, test/configCases/html/minimize-*, test/unitCases/HtmlSyntax.unittest.js, .changeset/028-html-spelling-versus-meaning.md
Character-reference detection now accounts for attribute termination and later output. Text escaping distinguishes markup-opening < characters from literal text. Rewritten attributes select minimal normalized spellings, with updated regression expectations.

CSS layer gathering correction

Layer / File(s) Summary
Selective layer invalidation
lib/css/syntax.js, test/unitCases/CssSyntax.unittest.js, .changeset/082-css-layer-gather-invalidation.md
CSS layer gathering now removes only tracked layer openers whose names occur in an intervening sibling. Tests cover writes to another layer, a sublayer, and a parent layer.

Read Changed, test untouched first: the test is byte-identical on both sides, so webpack generated the difference. Changed, test edited moved partly because the test did — Test edit is how many bytes the test gained, and a bundle that grew by less is not a regression. 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Use token-aware layer detection in batch gathering.

_mergeNamedLayerBlocks runs for small blocks through _composeBlockBody. After it records @layer x, a sibling such as .b{content:"@layer x{"} or a rule containing /* @layer x */ makes POSITIONAL_AT_RULE_RE.test(text) true. The batch path then clears first, although the parser found no layer write. The later @layer x stays separate.

The streaming path uses _forgetLayersWritten, which skips strings and comments, so it keeps the opener and folds the later block into it. This makes emitted layer ordering depend on whether the block crosses the streaming threshold. Use the same token-aware written-layer detection for batch invalidation instead of testing serialized text with POSITIONAL_AT_RULE_RE, and cover both string and comment cases.

…rence

An attribute value escaped every `&` before `#` or an alphanumeric, so a
query string paid five bytes for each separator. The reference table already
answers the question exactly, and a value's run ends at its delimiter, so
unlike a text node it has no sibling that could complete one.
A rule carrying a positional at-rule threw away every layer remembered at
its depth, so a later block of an untouched layer could not fold into its
first one. Only a write into that very same layer pins it: a layer's own
declarations outrank its sublayers whichever side they are written, and
two layers that are not one are ordered where each was first named.
Trimming leaves a value needing no quotes, and neither `&x` nor `&y` opens
a reference, so it is written without either.
A regex over a streamed node's printed text took the `@layer` in a
declaration's string for an at-rule, so a later block of that layer stopped
gathering with the earlier one. Strings and comments are now skipped, and an
anonymous `@layer{`, which names nothing, still forgets nothing.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Make _forgetLayersWritten comment-aware after @layer. The parser ignores comments, so @layer/*!keep*/x{...} is a write to layer x. The emitted text matches POSITIONAL_AT_RULE_RE but not NAMED_LAYER_BLOCK_RE, and _forgetLayersWritten skips it because / is not whitespace after @layer. A later @layer x can therefore gather into an earlier @layer x across this write. This can reorder declarations within layer x and change the cascade. Consume comments as separators and remove them before extracting the layer name.

The batch path cleared every remembered block on any text matching an
at-rule, so which blocks gathered turned on whether the block was small
enough to assemble in one go. Both paths now read the written layers the
same way, past strings and comments.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Use CSS whitespace when comparing layer names.

_isWhiteSpace excludes U+00A0, while NAMED_LAYER_BLOCK_RE accepts it in a layer name after the required ASCII separator. The map stores each raw opener, so @layer x and @layer \u00A0x are distinct. _forgetLayersWritten applies trim() to both names, so @layer x can delete the \u00A0x entry. Use a helper that trims only _isWhiteSpace characters for _forgetLayersWritten and _noteLayerBlock, and add regression coverage for both names.

`String#trim` also eats U+00A0 and the other Unicode spaces, which an
identifier carries as ordinary characters, so a write to layer `x` forgot a
block of the layer named `\u00A0x` and stopped it gathering.

Normalize comments in layer names before matching.

_forgetLayersWritten trims CSS whitespace but does not remove comments. Therefore, @layer a/*! keep */{...} is tracked as a different name from a. If it appears between two @layer a{...} blocks, the later block can gather into the first and move ahead of rules in the intervening block. This can change cascade order within the layer. An empty layer statement alone does not cause this ordering change.

Parse the prelude as CSS tokens, or normalize comments to CSS whitespace before comparing names. Add a regression case with a retained comment in an intervening layer block.

[Compare Source](https://github.com/webpack/webpack/compare/v5.109.2...v5.110.0)

##### Minor Changes

- Wrap concatenated modules in lazy `__webpack_require__.cw` accessors and inline `require()`, keeping a wrapped body's names and side effects intact. (by [@hai-x](https://github.com/hai-x) in [#21519](https://github.com/webpack/webpack/pull/21519))

- Add performance hints reporting what a build costs: duplicate packages and modules, circular dependencies, broad contexts, large modules and chunks, hotspots, `eval`, missing PURE annotations, polyfills, redundant dynamic imports, OS-dependent rules, cache effectiveness, how chunks load, what splitting refused, why an optimization was skipped, and rules, defines, externals, aliases and barrel reexports nothing uses. An oversized asset names its largest modules, and an entrypoint carrying the runtime recommends `optimization.runtimeChunk`. Enable every check not set individually with `performance.all`, report hints in stats only with `performance.hints: "stats"`, and get them in a stable order that leaves the build hashes unchanged. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Add the `descriptionRelativePath` module rule condition. (by [@alexander-akait](https://github.com/alexander-akait) in [#21705](https://github.com/webpack/webpack/pull/21705))

- Allow marking externals as side-effect-free with a `sideEffects` flag. (by [@alexander-akait](https://github.com/alexander-akait) in [#21712](https://github.com/webpack/webpack/pull/21712))

- Give externals the original request of a context module element. (by [@alexander-akait](https://github.com/alexander-akait) in [#21780](https://github.com/webpack/webpack/pull/21780))

- Add `output.library.umdAmdContainer` for an AMD-style loader branch in UMD. (by [@hai-x](https://github.com/hai-x) in [#21770](https://github.com/webpack/webpack/pull/21770))

- Resolve `@custom-media` values that are `true` / `false` or name another custom media. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Add the `__webpack_css_server_styles__` module variable to read the CSS collected while rendering without a DOM, and keep that CSS in the order the styles were applied. (by [@alexander-akait](https://github.com/alexander-akait) in [#21576](https://github.com/webpack/webpack/pull/21576))

- Patch the HTML `
` in place on hot update instead of forcing a full reload, including when a `` that never executed is removed. (by [@alexander-akait](https://github.com/alexander-akait) in [#21624](https://github.com/webpack/webpack/pull/21624))

- Scope counter names in CSS modules; fix the `counter()` counter-style and `animation` timeline keywords. (by [@alexander-akait](https://github.com/alexander-akait) in [#21600](https://github.com/webpack/webpack/pull/21600))

- Derive `import defer` / `import source` from the target and fix the source phase. (by [@alexander-akait](https://github.com/alexander-akait) in [#21810](https://github.com/webpack/webpack/pull/21810))

- Tree shake CommonJS: `module.exports` object literals, exports destructured from a `require()` binding, unused method requires, and unused side-effect-free `require()` calls and reexports. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Resolve relative entry `baseUri` values and bake one side of a hash cycle. (by [@alexander-akait](https://github.com/alexander-akait) in [#21750](https://github.com/webpack/webpack/pull/21750))

- Minify CSS further, only where the document is unchanged: shorthands and box longhands, `font-weight`, `<position>` and `font-stretch` keywords, colors (polar, Lab and `hsl()` converted to hex), numbers, times, zero units, `calc()` and every math function the spec names folded over constants, selector lists, An+B, keyframe selectors, media-feature ranges, `unicode-range`, `transition` layers, `display`, transforms, gradients, font families, identical repeated declarations, and rules an identical later one makes dead. Abilities are read off the target browsers, `vendorPrefixes` adds and drops vendor prefixes for them, and `rewriteCustomProperties` shortens custom property values. Minification never changes whether a declaration parses, and beautifying keeps every rule. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Safely minify CSS (with source maps) and HTML assets when `optimization.minimize` is enabled, unless a minimizer is already configured for them, making only transformations an engine cannot tell apart. Every rewrite is named as an option, so it can be switched off. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Minify HTML further where the parsed document is unchanged: drop redundant quotes, whitespace nothing renders, escapes text does not need, implied tags, optional end tags nothing prints behind, empty attributes and nested empty elements; fold enumerated values and casing; normalize each attribute against the element it is on; and rewrite `style`, token lists, `srcset`, `sizes`, URL, integer and boolean attributes, viewport `content`, inline `` and a JSON `` body through their own grammars. Adds the `optimization.minimize.html` options `collapseWhitespace`, `mergeStyles`, `minifyConditionalComments`, `minifySrcdoc`, `preserveComments`, `removeEmptyAttributes`, `removeEmptyElements`, `removeImpliedTags`, `removeRedundantAttributes`, `sortAttributes` and `sortTokenLists`, and keeps an end tag the parent, the next element or the adoption agency would otherwise restructure the tree over. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Suggest the closest name or a casing fix anywhere in a failed request. (by [@alexander-akait](https://github.com/alexander-akait) in [#21727](https://github.com/webpack/webpack/pull/21727))

- Add aggregated `shutdown` hook to `MultiCompiler`. (by [@bjohansebas](https://github.com/bjohansebas) in [#21578](https://github.com/webpack/webpack/pull/21578))

- Report which compilers changed on the MultiCompiler `done` hook. (by [@bjohansebas](https://github.com/bjohansebas) in [#21580](https://github.com/webpack/webpack/pull/21580))

- Configure or exclude each asset type's minifier via `optimization.minimize`. (by [@alexander-akait](https://github.com/alexander-akait) in [#21663](https://github.com/webpack/webpack/pull/21663))

- Speed up builds and cut memory: faster CSS, HTML and JavaScript parsing and minification, a built-in scope analyzer replacing `eslint-scope`, faster dependency hot paths, module diagnostics, CommonJS export scanning and concatenated module renaming, runtime modules, parsers, generators and dependencies loaded only when used, one file watcher pool shared between MultiCompiler children, and lower parser, graph and startup memory. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Improve tree-shaking for a namespace reexported as default, and fix `import d from "./mod"; d.member` reading `undefined` in that case. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))

- Warn on cross-kind CSS module export conflicts and let the class win. (by [@alexander-akait](https://github.com/alexander-akait) in [#21538](https://github.com/webpack/webpack/pull/21538))

- Add `output.resourceHints.dedupe` to skip prefetch links for already preloaded/prefetched chunks. (by [@alexander-akait](https://github.com/alexander-akait) in [#21386](https://github.com/webpack/webpack/pull/21386))

##### Patch Changes

- Determine provided exports in dependency order, so a build's module hashes no longer depend on what the persistent cache held. (by [@alexander-akait](https://github.com/alexander-akait) in [#21630](https://github.com/webpack/webpack/pull/21630))

- Follow the HTML spec more closely when parsing and printing: frameset content, quirks paragraphs and selects, `` outside foreign content as a bogus comment, `<?target data?>` as a processing instruction, `</>` dropped, comment data and DOCTYPE identifiers read from the tokenizer states, attributes merged from a repeated `
`/`
` tag, legacy JavaScript script types, void `keygen` and font format detection — and hand back the tree a parsed document was built from when printing it. (by [@alexander-akait](https://github.com/alexander-akait) in [#21841](https://github.com/webpack/webpack/pull/21841))
