Inconsistency in handling multiple headers with the same name

In .html tests, if the corresponding .headers file contains multiple headers with the same name, they are all returned. On the contrary, in .js tests (with autogenerated boilerplate), multiple headers with the same name from the .headers file are deduplicated.

I believe the expected behavior is to align .js tests to .html tests.
