GVIM90 vs GVIM92 as external editor for Cadence Design Entry HDL #20880

Steps to reproduce

GVIM90 on Cadence Design Entry HDL
When selecting text, and invoking GVIM90 as the external text editor, GVIM90 would launch with a window with the selected text. The changes can be made in GVIM and then saved, and Cadence Design Entry HDL would get the changed text.
GVIM92 will only open a blank window.

Expected behaviour

Expected behavior is GVIM92 would launch a window with the selected text
