Read the official Windows installer index once and filter by architecture, excluding source-only releases, prereleases and unrelated download types. Preserve mirror downloads and the separate uv-build path. Add regression coverage and make the existing Windows CI shell explicit. Fixes #8

Filter the official Windows installer list by architecture, omitting source-only releases while retaining mirror downloads and uv-build behavior. Add regression tests and correct existing CI shell declarations.
Validation: hook tests, live x64/ARM64 discovery, and packaging passed locally. Full installation is covered by this PR CI.
Fixes #8
