why: Multi-model review finding #8 — unchanged repos were silently ignored in the summary output, making it hard to tell if the import actually checked them. what: - Add skip_unchanged_count counter, increment on SKIP_UNCHANGED action - Display "N repositories unchanged" in both save and no-save summaries - Add test verifying the counter appears in log output
