we don't want to have another open connection, do we?
Not yet there, but a bit cleaner. Also added run-Test
don't understand them all yet, but let's see if it works

Included compatibility check into CLI
Also a new option (-scc / --skip-compatibility-check) is added to skip the compatibility check when for example running against a development version of utPLSQL framework
