Describe the bug

HTML Proofer started flagging two new errors due to pages updating.

• Showcase page: treasury.gov: Page now redirects to home.treasury.gov
• Sample contract language page: Digital.gov counsel member page updated and the heading that we linked to changed, causing the hash link to not exist.

Steps to reproduce the bug

1. Run npm run proof on main branch
2. Inspect errors
3. Click through links to see updates mentioned above

Expected Behavior

HTMLProofer should run without error. We should update these links to reflect their respective pages updates.
