This took a lot longer than expected. Part of that is because it's technically challenging to modify an existing pipeline. Part of it is some over-engineering. Part of it was ensuring we complied with every edge case via JSON schemas for then different configuration files.
But a huge amount of it was just problems with ruamel.yaml. Unfortunately, I've had a bad experience with it so far.
