usethis ci was deprecated in v0.19.0 (#1313). Remove all references from user-facing documentation.

  • docs/cli/overview.md — Remove usethis ci from tooling list
  • docs/start/example-usage.md — Remove usethis ci bitbucket example block
  • docs/cli/reference.md — Remove usethis ci command reference section
  • README.md — Remove usethis ci entries and GitHub Actions roadmap item

The test_assemble_readme_from_docs sync test passes with these changes.
