Motivation
usethis in R uses the R Studio editor for information about which file is open to create corresponding test files (or vice-versa). This is a bit tricky because there is no universal Python editor. There is some overlap here with the intention of suiteas, which I'm not working on at the moment but perhaps deserves more active development.

Summary of desired feature
Make a plan for how the user would create Python and test files using the usethis interface. Perhaps this isn't really useful anyway?
