Agent skills to emphasize the need to use the QA static checks tool multiple times #1702
Description
In #1689, despite instruction, the agent still failed to run prek checks.
We should update the agent configuration (AGENTS.md and skills) to emphasize that even if you have run the static checks before, you should run ALL of them again if there's been any changes. It is expected to use the skill repeatedly until all checks pass.
