Explain how to validate changes in `usethis-python-module-layout-modify`

As a follow-up to #1378, we can instruct the agent to validate the structural changes in terms of `tests`-`src` parallelism via the `tests\test_suite.py::test_skeleton_matches` test. Relevant to #1291
