Describe the bug
When I create Issues anything outside maintenance, sometime Upptime close that instead.

To Reproduce
Steps to reproduce the behavior:

1. Open an Issues and tag one of the server (like this case all of them.)
   
2. And make any outage.
3. And it will close that issues we create for some reason

Expected behavior
It should only closed the .... is down one only, not with post that have the tag applied.
