What is the benefit/reason for the precedence of global > local rules in general?

If I set a rule like * facebook * block (block all requests to facebook.com), I certainly do not want any other rules to override it, except for a more specific rule such as domain.com facebook.com * noop. The documentation says:

ties are broken first by destination domain, then by request type

Your source.com * * noop has a destination domain *, while your * * 3p-script block has a destination domain of *, thus a tie. In the end the winning rule is determined by request type, 3p-script is more specific than *.
