Remove pm_runtime.h file from some imx platforms (imx93, imx8, and imx8ulp), which only support Zephyr builds. This is done because the header is no longer mandatory. The operations implemented in it were NOPs. Signed-off-by: Laurentiu Mihalcea <laurentiu.mihalcea@nxp.com>
