This is a clean up, purpose is de-cluster headers, toml files, Readme.md etc per module basis, since today everything is scattered in current code base. Signed-off-by: Baofeng Tian <baofeng.tian@intel.com>

FYI , this may have a conflict with #8537 that is also in review. FYI @serhiy-katsyuba-intel . Not a problem itself, we just need to decide which goes in first. |
