This PR includes two commits:

  1. Add RTNR macro for ADL with max98390 and removes DMICPROC/DMIC16KPROC for RTNR macro.
  2. Remove unused RTNR 16kHz topology.

Remove DMICPROC and DMIC16KPROC for RTNR macro.

@MingJenTai , because this PR has a delete file, it is not easy to re-apply it to others.
I think moving previous old RTNR relevant settings(eq-iir-volume...) and deleted sof-tgl-max98357a-rt5682-rtnr-16kHz.m4 to PR #5009. (It's more like a reverting your previous applied).
In this PR, only remain the RTNR macro enabled. How do you think?

Hi @macchian, actually this PR could be closed now as it was part of #4989. I was struggling to deal with the deleted file and related line in macro, too. But keeping them in the same PR might be a better solution from my perspective.
