This should probably be done in the 6.4 branch, as we run our ICU update script in the lowest maintained branch to allow us shipping uptodate ICU data in our LTS versions.
If the update script is different in 6.4 and 7.4, we will have to perform the ICU upgrade twice each time, as merging up the update done in 6.4 would loose the change brought by this PR if we don't run the same update again in 7.4.
