Motivation

We don't have anything in our docs, nor wiki, about how Bison fits into SC architecture.

Description of Proposed Feature

I think it would be useful to have a single page or a longer paragraph that describes:

• how is Bison used in SC
• when does one need to install Bison
  • note macOS caveat with built-in version
• how to use Bison to generate the cpp files - both manually and through automation (pre-commit)
• ...

We could consider either project docs or the wiki for this.
