What is the problem you're trying to solve?

As an example, #8567 generates the following error.

12:3-4 error Expected selector "a" to come before selector "nav a:hover" (no-descending-specificity)

What solution would you like to see?

If possible, it would be greatly beneficial (especially in a large file) to have a line number for "nav a:hover".
