Description

cherry-pick of some test-flakiness fixes to release-4.4 to make the tests green so that I can merge my PR #13945

User-facing documentation

  • CHANGELOG is updated OR update is not needed
  • documentation PR is created and is linked above OR is not needed

  • the change is production ready: the change is GA or otherwise the functionality is gated by a feature flag
