Allow version files to use partial versions and aliases accepted by the php-version input while preserving support for both plain .php-version files and asdf-style php entries.

This PR allows version files to use partial versions and aliases accepted by the
php-versioninput while preserving support for both plain.php-versionfiles and asdf-stylephpentries.This aligns with setup-node. While
asdf-phpgenerally requires X.Y.Z versions in.tool-versions, other managers likemiseallow fuzzy versions, such as8and8.4.npm run formatbefore the commit.npm run lintbefore the commit.npm run releasebefore the commit.npm testreturns with no unit test errors and all code covered.
