Please fix the required extensions. Only extensions that are required by the Cloud CLI and may be disabled or unavailable by default should be added. Use dom, iconv, sockets, and tokenizer on Unix, and only sockets on Windows. curl, mbstring, and openssl are already handled by the Composer-tool installer; the remaining requirements are static or preserved.

Summary
Adds support for the Laravel Cloud CLI (https://cloud.laravel.com/docs/api/cli) to the tools input. Users can now install it with laravel-cloud or cloud-cli, with optional version pinning.
The package is installed globally via Composer in a scoped directory (laravel/cloud-cli), mirroring the existing vapor-cli setup. Both the cloud binary and a cloud-cli alias are placed on PATH.
