Bug: brew retry logic appears to be broken #1120

Describe the bug
While using setup-php on an Intel-based macOS runner, the download apparently took more than 3 minutes, which lead to setup-php terminating and retrying the brew command:

The third attempt was made on:

and then aborted in:
Tue, 08 Sep 2026 10:11:17 GMT setup-php: brew produced no output for 180s; terminating and retrying...
Tue, 08 Sep 2026 10:11:17 GMT Error: SIGTERM
however immediately after another execution begun despite this being the 4th of three attempts:

This one was terminated by the global job timeout configured in my repository.

To Reproduce
Unsure. Probably only reliably reproducible by making test changes (e.g. decreasing the timeout to 1 second or so).
Expected behavior
I did not expect a 4th attempt to be made based on the messages emitted.

Fixed in the 2.40.0-beta and the upcoming 2.40.0 release.

Released 2.40.0 with the fix.
