Feature: Support native “Debug Logging” option #1118

Describe the feature

When I rerun a failed CI job, GitHub offers me the option to enable debug logging. When I enable this checkbox, setup-php should automatically switch to the @verbose variant.

Please check the latest release

• I have checked releases, and the feature is missing in the latest patch version of v2.

Underlying issue

I want to avoid needing to push changes (which potentially rerun a much larger matrix and pollute my git history) to debug issues during PHP set-up.
